How we judge a pizza city
Public ratings help us find candidates. They do not decide selection, and they never decide the order.
Selection is editorial. A place is chosen, and a city is ranked, on the strength of what a named researcher can show and cite — never on how many stars a public rating gives it, and never because anyone paid.

A professional ranking, where one exists, is a source we cite — never the selector, and never the only source on a published record.
